Sierra Leone\u2019s Minister of Planning and Economic Development, Madam Kenyeh Barlay<\/strong>, has reaffirmed her country\u2019s commitment to sustainable ocean governance and environmental protection at a high-level side event organized by the African Peer Review Mechanism (APRM)<\/strong> on the margins of the ongoing United Nations High-Level Political Forum (HLPF)<\/strong> in New York.<\/p>\n\n\n\n

The event, themed \u201cA Sustainable Ocean Economy for People, Planet and Prosperity: The Role of Policy and Institutional Coherence,\u201d<\/strong> convened African leaders, policymakers, and development experts to explore how improved coordination among institutions and across policies can support the transition to a sustainable and inclusive ocean economy.<\/p>\n\n\n\n

In her statement, Minister Barlay highlighted Sierra Leone\u2019s proactive steps toward effective ocean management<\/strong>, emphasizing that sustainable ocean development is deeply interwoven with the country\u2019s broader development agenda and global commitments to the Sustainable Development Goals (SDGs).<\/strong><\/p>\n\n\n\n

She outlined the strategic vision of His Excellency President Dr. Julius Maada Bio<\/strong>, anchored in the Five Big Game Changers<\/strong>, which she described as the foundation for Sierra Leone\u2019s inclusive and sustainable development:<\/p>\n\n\n\n

  1. Feed Salone Initiative<\/strong> \u2013 A transformative agricultural agenda aimed at ensuring food security and reducing dependency on food imports.<\/li>\n\n\n\n
  2. Human Capital Development<\/strong> \u2013 Prioritizing investments in education, health, and social protection to build a skilled and healthy population.<\/li>\n\n\n\n
  3. Youth Employment Scheme<\/strong> \u2013 Creating sustainable job opportunities for young people through skills training, entrepreneurship, and innovation.<\/li>\n\n\n\n
  4. Public Sector Reform<\/strong> \u2013 Enhancing governance, transparency, and accountability to strengthen state institutions.<\/li>\n\n\n\n
  5. Technology and Infrastructure Advancement<\/strong> \u2013 Expanding digital transformation, green innovation, and modern infrastructure to accelerate development.<\/li>\n<\/ol>\n\n\n\n

    \u201cThese pillars are not only critical to Sierra Leone\u2019s growth,\u201d she stated, \u201cbut are aligned with the SDGs and reflect our unwavering commitment to environmental stewardship, resilience, and equity.\u201d<\/p>\n\n\n\n

    Call for Regional and Global Partnership<\/strong><\/h3>\n\n\n\n

    Minister Barlay also emphasized the need for coordinated efforts between governments, development partners, and regional institutions<\/strong> to translate national policies into tangible outcomes for coastal communities and future generations. She noted that policy and institutional coherence is vital<\/strong> to ensuring that the ocean economy delivers benefits across multiple sectors\u2014fisheries, tourism, climate resilience, and livelihoods\u2014without compromising ecological sustainability.<\/p>\n\n\n\n
