Organized by the <strong>Ministry of Planning and Economic Development<\/strong>, the event sought to advance the practical application of subsidiarity in development planning and implementation across the country.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Call for Partnerships and Decentralization<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Opening the conference, <strong>Chief Minister Dr. David Moinina Sengeh<\/strong>&nbsp;stressed that partnerships remain central to Sierra Leone\u2019s development progress. He commended stakeholders for their collaboration with government and reiterated that local councils and towns are frontline agents of transformation.<\/p>\n\n\n\n<p>\u201cSubsidiarity is a key governance principle,\u201d Dr. Sengeh noted. \u201cEmpowering local actors is fundamental to sustainable growth.\u201d<\/p>\n\n\n\n<p>Dr. Sengeh underscored Sierra Leone\u2019s ongoing efforts to integrate the SDGs and Agenda 2063 into <strong>local governance structures<\/strong>, pointing to both challenges and opportunities. He advocated for innovative solutions, including the empowerment of <strong>local councils<\/strong>&nbsp;and the <strong>expansion of mobile money systems<\/strong>&nbsp;to enhance tax collection and resource mobilization at the grassroots level.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Aligning Global Goals with Local Action<\/strong><strong><\/strong><\/h3>\n\n\n\n<p><strong>Minister of Planning and Economic Development, Kenyeh Barlay<\/strong>, welcomed national and international partners, emphasizing the importance of aligning global development frameworks with local realities. She highlighted the growing momentum behind the initiative, noting the need for <strong>equipped personnel<\/strong>&nbsp;and <strong>practical planning tools<\/strong>&nbsp;to ensure effective program delivery.<\/p>\n\n\n\n<p>Minister Barlay further urged partners to prioritize <strong>chiefdom development<\/strong>&nbsp;and think creatively about <strong>resource mobilization<\/strong>&nbsp;to sustain progress.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Role of Local Authorities<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Speaking on behalf of the United Nations, <strong>UN Resident Coordinator a.i. Fedrick Ampiah<\/strong>&nbsp;reinforced the central role of local authorities in achieving the SDGs. He encouraged local governments to embed the goals into <strong>planning, budgeting, and community engagement<\/strong>, framing localization as a powerful tool to combat poverty, inequality, and climate vulnerability.<\/p>\n\n\n\n<p>Ampiah reaffirmed the UN\u2019s commitment to capacity building and inclusive development, while also calling for greater involvement of <strong>youth, women, and marginalized groups<\/strong>&nbsp;as agents of change. Congratulating Sierra Leone on its <strong>voluntary local reviews<\/strong>&nbsp;in three districts, he described localization as the <em>\u201cguiding compass\u201d<\/em>&nbsp;for transforming global aspirations into meaningful community outcomes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Grassroots-Driven Future<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>The conference affirmed Sierra Leone\u2019s growing leadership in translating <strong>global development agendas into local action<\/strong>, demonstrating a firm commitment to inclusive growth.
