Mohamed Rahman Swaray, has officially launched the <strong>ECOWAS Social Protection Framework and Operational Plan<\/strong> at the ECOWAS Commission headquarters in Abuja.<\/p>\n\n\n\n<p>The launch marks a major milestone in West Africa\u2019s commitment to social inclusion. Presiding as Chair of the ECOWAS Inter-Ministerial Committee on Social Protection, Hon. Swaray underscored that the framework\u2014endorsed by ECOWAS ministers in 2023\u2014provides a unified roadmap for building resilient, inclusive, and shock-responsive systems across member states.<\/p>\n\n\n\n<p>Delivering his keynote address at the hybrid meeting, he conveyed greetings from President Julius Maada Bio, who currently serves as Chair of the ECOWAS Authority of Heads of State and Government. Minister Swaray praised the technical working group for producing a people-centered policy instrument, declaring:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThis is not just another policy document; it is a roadmap to shield our people\u2014especially the most vulnerable\u2014from sliding into poverty.\u201d<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Sierra Leone\u2019s National Commitment<\/h3>\n\n\n\n<p>Minister Swaray highlighted Sierra Leone\u2019s progress under President Bio\u2019s leadership, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Revising the National Social Protection Policy in 2019 to introduce age-appropriate interventions.<\/li>\n\n\n\n<li>Developing a shock-responsive social safety net strategy in 2020 to address climate and emergency risks.<\/li>\n\n\n\n<li>Passing the <strong>Social Protection Act<\/strong>, which created the <strong>National Social Protection Authority (NSPA)<\/strong> to mobilize resources, eliminate fragmentation, and improve efficiency.<\/li>\n<\/ul>\n\n\n\n<p>\u201cWith support from partners including the World Bank, ILO, FAO, and UNICEF, Sierra Leone is now at an advanced stage of extending social protection to the informal sector\u2014reducing vulnerability and building long-term resilience,\u201d he added.<\/p>\n\n\n\n<p>He emphasized that the ECOWAS framework aligns with <strong>Vision 2050<\/strong>, which aspires to a community that guarantees human dignity and a higher standard of living for all.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/vindicatorslnews.com\/wp-content\/uploads\/2025\/09\/NHYTGFR-1024x768.jpg\" alt=\"\" class=\"wp-image-2271\" style=\"width:552px;height:auto\" srcset=\"https:\/\/vindicatorslnews.com\/wp-content\/uploads\/2025\/09\/NHYTGFR-1024x768.jpg 1024w, https:\/\/vindicatorslnews.com\/wp-content\/uploads\/2025\/09\/NHYTGFR-300x225.jpg 300w, https:\/\/vindicatorslnews.com\/wp-content\/uploads\/2025\/09\/NHYTGFR-768x576.jpg 768w, https:\/\/vindicatorslnews.com\/wp-content\/uploads\/2025\/09\/NHYTGFR.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Regional and International Support<\/h3>\n\n\n\n<p>Presenting the framework, ECOWAS Programme Officer Abinbola Oyelohunnu called for joint ownership, stressing that implementation requires collaboration among governments, civil society, and development partners.<\/p>\n\n\n\n<p>\u201cSocial protection is not a privilege; it is a right,\u201d she said. \u201cAdequate funding and shared responsibility are essential to expanding coverage.\u201d<\/p>\n\n\n\n<p>Dr. Vanessa Phala-Moyo, ILO Director for Nigeria, Ghana, Liberia, and Sierra Leone, praised the contributions of UNICEF, FAO, WHO, and other UN agencies. She underscored that social protection reduces poverty, restores dignity, and strengthens resilience against economic, environmental, and social shocks.<\/p>\n\n\n\n<p>Nigeria\u2019s Minister of Humanitarian Affairs, Dr. Betta Edu, who chaired the adoption meeting, hailed the framework as a \u201ccrucial step\u201d in deepening regional cooperation. She stressed that full implementation is key to overcoming poverty and humanitarian challenges across West Africa.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Next Steps<\/h3>\n\n\n\n<p>With the framework now launched, ECOWAS member states are expected to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Integrate its guidelines into national policies.<\/li>\n\n\n\n<li>Establish monitoring systems.<\/li>\n\n\n\n<li>Mobilize domestic and international financing.<\/li>\n\n\n\n<li>Promote inclusive programming for informal workers, children, persons with disabilities, and the elderly.<\/li>\n<\/ul>\n\n\n\n<p>Hon. Swaray was joined by a high-level Sierra Leonean delegation, including Ambassador Ernest Ndomahina (NaCSA Commissioner), Mr. Abu Kokofele (NSPA Director-General), Mr. Arnold Osman Sesay (Assistant Secretary, Ministry of Employment, Labour and Social Security), and Dr. Julius F. Sandy, Sierra Leone\u2019s High Commissioner to Nigeria and Chair of the ECOWAS Permanent Representative Committee.
