Rather than centralizing operations, the Council under his leadership has reportedly strengthened its presence in communities through routine monitoring and direct intervention in local challenges.<\/p>\n\n\n\n<p>He has repeatedly stressed that local government must deliver services that directly impact everyday life, particularly in rural and peri-urban communities where infrastructure gaps remain significant.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Road infrastructure: improving access across communities<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>One of the most visible areas of intervention has been feeder road rehabilitation. WARDC has prioritized road improvement projects in key communities including Waterloo, Tombo, York, Jui, Kossoh Town, Goderich Peninsula, and Newton.<\/p>\n\n\n\n<p>These road works are aimed at improving year-round accessibility, particularly during the rainy season when many rural roads become difficult or impossible to use. The interventions are also intended to support farmers transporting produce to markets, traders moving goods, and residents commuting for work, school, and healthcare.<\/p>\n\n\n\n<p>Local residents report that the increased deployment of Council equipment such as graders has helped reduce long-standing transportation challenges that previously isolated some communities during heavy rains.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Strengthening health systems and sanitation<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>In the health sector, WARDC under Holland-Cole has strengthened collaboration with development partners and non-governmental health organizations to support peripheral health units across the district.<\/p>\n\n\n\n<p>These partnerships have helped improve access to primary healthcare services, particularly in remote and underserved communities where medical facilities are limited. He has repeatedly called on supporters to prioritize service delivery over political division.<\/p>\n\n\n\n<p>Speaking at a community engagement in Waterloo, he emphasized the importance of inclusive governance:<\/p>\n\n\n\n<p>\u201cOur people don\u2019t eat party colours. They need water, they need roads, they need jobs. Whether you are red, green, or no colour at all, Western Rural belongs to all of us. Love, not hate, must guide our politics.\u201d<\/p>\n\n\n\n<p>His message has resonated with many residents who say they increasingly expect political leaders to focus on practical solutions rather than partisan rivalry.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Community response and public perception<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Across several communities in the district, residents have acknowledged improvements in Council responsiveness and increased visibility of local government interventions.<\/p>\n\n\n\n<p>Many point to faster responses to infrastructure issues, more frequent engagement with community leaders, and improved access to Council services.<\/p>\n\n\n\n<p>Mariatu Kamara, a tomato seller in Newton, described the difference she has observed:<\/p>\n\n\n\n<p>\u201cBefore, we used to beg for grader. Now we see Council machine dey work,\u201d she said. \u201cChairman nor dey stay na office. E dey cam see we problem.\u201d<\/p>\n\n\n\n<p>Other residents similarly highlighted improved communication between Council authorities and local communities, particularly in addressing drainage, road access, and sanitation concerns.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Linking governance with political responsibility<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Observers note that Holland-Cole\u2019s dual role as both Council Chairman and Regional Party Chairman places him in a strategic position where governance and political organization intersect.<\/p>\n\n\n\n<p>However, he maintains that both responsibilities are complementary rather than conflicting. According to him, effective governance strengthens public trust, while strong political structures help leaders remain accountable to grassroots communities.<\/p>\n\n\n\n<p>\u201cA strong Council delivers for all citizens. A strong party structure listens to all citizens. Both must build trust,\u201d he stated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Accountability and future plans<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Looking ahead, the Western Area Rural District Council has announced plans to introduce a \u201cCommunity Scorecard\u201d system ahead of the 2026 local government mid-term review.<\/p>\n\n\n\n<p>The initiative will allow residents to assess Council performance across key service areas such as roads, healthcare, sanitation, and markets.
