The Minister of Local Government and Community Affairs, Ambassador Tamba John Lamina<\/strong>, has outlined a comprehensive governance agenda for the forthcoming National Council of Paramount Chiefs Conference 2026<\/strong>, emphasizing the need for stronger collaboration among government institutions, traditional authorities, development partners, and local communities to promote peace, strengthen governance, improve security, and accelerate sustainable national development.<\/p>\n\n\n\n

Speaking at the Ministry of Information and Civic Education’s Weekly Press Conference held at the Miatta Civic Centre<\/strong> on Tuesday, July 28, 2026, under the theme “National Council of Paramount Chiefs Conference 2026: Strengthening Chieftaincy for Security and Governance,”<\/strong> the Minister described the conference as a landmark national dialogue that will bring together Paramount Chiefs and key governance institutions to deliberate on some of Sierra Leone’s most pressing local governance challenges.<\/p>\n\n\n\n

He said the conference will provide an inclusive platform for meaningful discussions on issues ranging from land administration and conflict resolution to environmental sustainability, institutional coordination, revenue management, and reforms within the country’s traditional governance system.<\/p>\n\n\n\n

Addressing growing public debate over land administration, Amb. Lamina acknowledged that land-related issues have generated considerable discussion on social media and within communities across the country.<\/p>\n\n\n\n

Rather than responding individually to public commentaries, he said, the Government has invited the Ministry of Lands, Housing and Country Planning to participate in the conference so that technical experts can provide accurate information, clarify policy issues, and engage directly with Paramount Chiefs and other stakeholders.<\/p>\n\n\n\n

According to the Minister, bringing all relevant institutions together under one forum will promote better public understanding of land governance while encouraging practical and collaborative solutions to longstanding disputes.<\/p>\n\n\n\n

He stressed that effective land management remains fundamental to national stability, economic development, and social cohesion.<\/p>\n\n\n\n

Amb. Lamina also identified conflict prevention and conflict resolution<\/strong> as central themes of this year’s conference, noting that peace, security, and good governance are inseparable.<\/p>\n\n\n\n

He observed that many local disputes originate from misunderstandings over land ownership, traditional authority, and access to natural resources, making dialogue and mediation essential tools for preserving national peace.<\/p>\n\n\n\n

The Minister further highlighted environmental sustainability<\/strong> as an emerging governance priority, explaining that climate change, environmental degradation, deforestation, and poor natural resource management continue to affect livelihoods and increase community vulnerabilities.<\/p>\n\n\n\n

For this reason, he disclosed, environmental governance and its relationship with peace, security, and sustainable development will feature prominently during the conference’s second-day deliberations.<\/p>\n\n\n\n

Describing the conference as an interactive national forum rather than a series of lectures, Amb. Lamina said participants will engage in open discussions designed to identify practical solutions to governance challenges confronting chiefdoms across Sierra Leone.<\/p>\n\n\n\n

Among the key issues to be examined will be the effectiveness of Chiefdom Committees<\/strong>, which serve as the principal decision-making bodies within chiefdom administrations.<\/p>\n\n\n\n

He explained that these committees enable Paramount Chiefs, section chiefs, local councillors, and other community leaders to make collective decisions that strengthen transparency, accountability, and inclusive governance while minimizing the risk of disputes arising from unilateral actions.<\/p>\n\n\n\n

The Minister disclosed that this year’s conference will, for the first time since his appointment, bring together all major institutions involved in local governance under one platform.<\/p>\n\n\n\n

He described the initiative as a major step toward improving institutional coordination, strengthening partnerships, and ensuring that all governance actors work collectively in advancing effective local administration and national development.<\/p>\n\n\n\n

According to Amb. Lamina, one of the recurring challenges affecting local governance has been overlapping institutional responsibilities, particularly in relation to local revenue generation and revenue-sharing arrangements<\/strong>.<\/p>\n\n\n\n

He noted that misunderstandings over financial responsibilities have occasionally created unnecessary disagreements among local councils, chiefdom authorities, and other public institutions.<\/p>\n\n\n\n

To address these concerns, the conference will facilitate discussions involving the Ministry of Finance, development partners, and other relevant agencies to review existing revenue-sharing mechanisms, clarify institutional mandates, and strengthen compliance with established legal and administrative frameworks.<\/p>\n\n\n\n

He added that participants will also consider possible amendments to relevant legislation, including the Chieftaincy Act<\/strong>, to further strengthen the legal framework governing traditional administration and local governance.<\/p>\n\n\n\n

Turning to chieftaincy elections<\/strong>, Amb. Lamina highlighted significant progress made by the Ministry in improving the transparency, credibility, and accountability of the electoral process.<\/p>\n\n\n\n

He explained that comprehensive readiness assessments are now conducted before elections take place to ensure that chiefdoms are adequately prepared and that all stakeholders understand their respective roles.<\/p>\n\n\n\n

These preparations, he said, include extensive stakeholder consultations, civic education campaigns, community sensitization, and confidence-building measures aimed at promoting peaceful participation and broad acceptance of election outcomes.<\/p>\n\n\n\n

According to the Minister, these interventions have significantly reduced tensions historically associated with chieftaincy elections in many parts of the country.<\/p>\n\n\n\n

While acknowledging that such elections naturally generate strong emotions because of their cultural and political significance, he commended Ministry officials for maintaining constant engagement with communities, facilitating dialogue, building consensus, and addressing grievances before polling begins.<\/p>\n\n\n\n

He said this proactive approach has contributed to more peaceful elections and strengthened public confidence in the integrity of Sierra Leone’s traditional governance system.<\/p>\n\n\n\n

Concluding his remarks, Amb. Lamina reaffirmed the Government’s commitment to conducting peaceful, transparent, credible, and inclusive chieftaincy elections throughout the country.<\/p>\n\n\n\n

He stressed that although adequate preparations may occasionally require election dates to be postponed, it is far preferable to delay the process than to proceed under conditions that could undermine peace or public confidence.<\/p>\n\n\n\n

The Minister expressed optimism that the National Council of Paramount Chiefs Conference 2026<\/strong> will deepen cooperation among Paramount Chiefs, local councils, government ministries, development partners, and civil society organizations while strengthening traditional leadership as a cornerstone of peacebuilding, democratic governance, conflict prevention, and sustainable development.<\/p>\n\n\n\n
