The National Telecommunications Authority (NaTCA) has unveiled one of the most far-reaching reforms in Sierra Leone’s telecommunications sector, introducing stringent new subscriber registration regulations aimed at eliminating anonymous mobile phone usage, combating cybercrime, strengthening national security, and protecting consumers from the growing menace of digital fraud.<\/p>\n\n\n\n

The new Subscribers Regulations 2025<\/strong>, which will take full effect after a six-month nationwide transition period, require every active SIM card in Sierra Leone to be registered and linked to a valid National Identification Number (NIN)<\/strong> issued by the National Civil Registration Authority (NCRA). The regulations also introduce stiff penalties for telecommunications operators that fail to comply with the new standards, signaling the regulator’s determination to sanitize the industry.<\/p>\n\n\n\n

The announcement comes amid increasing concerns over the use of unregistered and fraudulently activated SIM cards in criminal activities, including mobile money scams, identity theft, cyber fraud, extortion, impersonation, financial crimes, kidnapping-related communications, and the spread of misinformation through anonymous phone numbers.<\/p>\n\n\n\n

Speaking on the new regulatory framework, NaTCA’s Director of Corporate and Industry Affairs, Abdul Ben-Foday<\/strong>, said the Authority is introducing tougher enforcement measures to ensure that mobile network operators take full responsibility for subscriber registration and verification.<\/p>\n\n\n\n

Under the Subscribers Regulations 2025, every telecommunications operator found with an unregistered, improperly registered, or pre-activated SIM card on its network will be liable to a fine of NLe25,000 (equivalent to Le25 million in the old currency)<\/strong> for each offending SIM card.<\/p>\n\n\n\n

The substantial financial penalties are intended to deter operators and their agents from bypassing mandatory registration procedures and to eliminate the long-standing practice of activating SIM cards before verifying subscribers’ identities.<\/p>\n\n\n\n

According to Ben-Foday, the new framework places greater responsibility on service providers to strengthen customer verification procedures, improve record-keeping, and ensure strict compliance with national telecommunications laws.<\/p>\n\n\n\n

“The objective is to create a telecommunications environment where every active SIM card can be traced to a verified individual, thereby making it significantly more difficult for criminals to exploit anonymous communication channels,” he explained.<\/p>\n\n\n\n

SIM Cards to Be Linked with National Identity Database<\/strong><\/strong><\/h3>\n\n\n\n

A central feature of the new regulations is the integration of subscriber registration with Sierra Leone’s national identity management system.<\/p>\n\n\n\n

NaTCA disclosed that every mobile subscriber will now be required to link their SIM card to a valid National Identification Number through collaboration with the National Civil Registration Authority (NCRA)<\/strong>.<\/p>\n\n\n\n

Officials say the integration will establish a secure and reliable database that enables regulators and law enforcement agencies to accurately verify subscriber identities whenever necessary under the law.<\/p>\n\n\n\n

The Authority believes the initiative will significantly reduce opportunities for criminals to obtain multiple anonymous SIM cards or use false identities when registering mobile phone numbers.<\/p>\n\n\n\n

The exercise is also expected to improve the accuracy of subscriber records, enhance consumer protection, and support the country’s broader digital transformation agenda.<\/p>\n\n\n\n

Gradual Enforcement and SIM Deactivation<\/strong><\/strong><\/h3>\n\n\n\n

Rather than implementing the new regulations immediately, NaTCA has granted a six-month transition period during which subscribers and telecommunications operators are expected to regularize all SIM registrations.<\/p>\n\n\n\n

Following the expiration of the grace period, the Authority will begin nationwide compliance inspections and enforcement exercises.<\/p>\n\n\n\n

Officials explained that subscribers who fail to comply will face a graduated enforcement process designed to encourage voluntary compliance before permanent sanctions are imposed.<\/p>\n\n\n\n

Under the first stage of enforcement, affected subscribers will lose the ability to make outgoing calls while still being able to receive incoming calls.<\/p>\n\n\n\n

If the subscriber continues to ignore the registration requirements, incoming calls will also be suspended, effectively disconnecting the user from the mobile network.<\/p>\n\n\n\n

Persistent non-compliance will ultimately lead to the permanent deactivation and removal of the SIM card from the operator’s network.<\/p>\n\n\n\n

NaTCA emphasized that the phased approach provides subscribers with sufficient opportunity to update their registration information before service interruptions occur.<\/p>\n\n\n\n

Crackdown on Pre-Activated SIM Cards<\/strong><\/strong><\/h3>\n\n\n\n

The Authority has also declared war on the sale and distribution of pre-activated SIM cards, a practice that regulators say has become a major security concern.<\/p>\n\n\n\n

Under the new regulations, SIM cards must only be activated after the subscriber has completed all registration requirements and successfully verified their identity.<\/p>\n\n\n\n

Telecommunications companies will be required to strengthen oversight of their dealers, distributors, retailers and registration agents to prevent unauthorized activations and fraudulent registrations.<\/p>\n\n\n\n

NaTCA warned that operators will be held accountable not only for their own compliance but also for the actions of their sales agents operating throughout the country.<\/p>\n\n\n\n

Industry experts believe the tougher rules will significantly improve operational standards and restore public confidence in subscriber registration processes.<\/p>\n\n\n\n

Growing Threat of Digital Fraud<\/strong><\/strong><\/h3>\n\n\n\n

NaTCA said the reforms have become necessary because mobile-enabled fraud has continued to evolve, with scammers increasingly using anonymous phone numbers to deceive unsuspecting citizens.<\/p>\n\n\n\n

Criminals frequently impersonate bank officials, mobile money agents, government institutions, telecommunications companies and even family members to obtain confidential information or fraudulently transfer money from victims.<\/p>\n\n\n\n

According to the Authority, linking every SIM card to a verified national identity will make it considerably easier to investigate such offences and prosecute those responsible.<\/p>\n\n\n\n

The regulator believes the reforms will also reduce identity theft, online scams, cybercrime, and other offences that depend on anonymous communication.<\/p>\n\n\n\n

Public Advised to Remain Vigilant<\/strong><\/strong><\/h3>\n\n\n\n

Alongside the regulatory reforms, NaTCA has renewed its nationwide public awareness campaign against telecommunications fraud.<\/p>\n\n\n\n

The Authority is urging citizens to remain alert and avoid responding to unsolicited phone calls, text messages, emails or social media communications requesting personal information, passwords, banking details or mobile money credentials.<\/p>\n\n\n\n

Members of the public have also been advised not to click suspicious links, download unknown applications or disclose confidential information to persons claiming to represent banks, telecommunications companies or government institutions without first verifying their identities.<\/p>\n\n\n\n

Citizens are encouraged to independently confirm requests for financial transactions by contacting known telephone numbers or visiting official offices rather than relying solely on information received through electronic messages.<\/p>\n\n\n\n

NaTCA further urged anyone who receives suspicious communications or becomes a victim of attempted fraud to immediately report the incident to the Sierra Leone Police, their mobile network operator, or the Authority itself to facilitate investigations and prevent further criminal activity.<\/p>\n\n\n\n

The reforms also complement the Government’s broader digital governance agenda, which seeks to modernize public administration through secure digital identity systems, improved electronic services and stronger cybersecurity measures.<\/p>\n\n\n\n
