Their reports and observations can also help identify areas requiring improvement and provide useful recommendations for strengthening future electoral processes.

However, the credibility of election observation depends largely on the conduct and professionalism of observers themselves. The working group meeting therefore focused on ensuring that observers understand the standards expected of them and carry out their responsibilities without political interference or bias.

Focus on Impartiality and Professionalism

During the review, stakeholders examined key principles that should guide accredited observers throughout the electoral cycle.

Particular attention was placed on impartiality, independence, professionalism, accountability and respect for Sierra Leone’s electoral laws and regulations.

The Code of Conduct is expected to provide observers with clear guidance on what they can and cannot do while carrying out their assignments.

This includes the need for observers to remain neutral in their engagements with political parties, candidates, voters, election officials and other stakeholders.

The review is also intended to reduce the possibility of actions or statements by observers being interpreted as political interference or partisan involvement in the electoral process.

A clearly defined Code of Conduct, stakeholders believe, can help protect both the observers and the wider electoral process by establishing common standards that all accredited observers are expected to follow.

Preventing Tensions

The ECSL’s decision to review the Code also comes against the backdrop of the need to maintain public confidence and minimise tensions among political actors and other stakeholders during elections.

Election periods can attract heightened political activity, making it particularly important for observers to conduct themselves in a manner that does not contribute to misunderstanding or conflict.

The revised framework is therefore expected to provide clearer guidance on how observers should interact with political parties, candidates, election officials, security personnel, the media and members of the public.

Stakeholders are also expected to consider mechanisms that can promote accountability where observers fail to comply with the established standards.

By clarifying the responsibilities and limitations of observers, the ECSL hopes to strengthen the credibility of observation missions and ensure that their activities complement rather than undermine the electoral process.

Adapting to a Changing Electoral Environment

Another important aspect of the review is the need to ensure that the Code of Conduct reflects the changing nature of Sierra Leone’s electoral environment.

The electoral process continues to evolve, with new technologies, communication platforms and forms of public engagement creating both opportunities and challenges for election stakeholders.

Against this background, participants were expected to examine whether the existing Code provides adequate guidance for observers operating in an increasingly complex electoral environment.

The review is intended to ensure that organisations and individuals involved in election observation are properly informed about their rights, responsibilities and limitations.

This is particularly important as election observers often interact with communities and various electoral stakeholders and can influence public perceptions of the credibility of the electoral process through their conduct and public statements.

Stakeholder Engagement

The working group meeting also demonstrates the ECSL’s continued emphasis on consultation and stakeholder engagement as part of efforts to improve electoral governance.

The Commission has continued to engage political parties, civil society organisations, observer groups and other stakeholders in discussions around the conduct and management of elections.

Such engagements provide opportunities for stakeholders to contribute their experiences and perspectives to the development of electoral policies and guidelines.

The participation of different stakeholders in the review process is expected to help ensure that the revised Code of Conduct is practical, comprehensive and reflective of the realities faced by election observers in the field.

The process also seeks to promote a common understanding among electoral stakeholders about the role of election observers and the standards that should govern their activities.

EU Support for Electoral Governance

The financial support provided by the European Union further highlights the importance of international partnerships in strengthening democratic institutions and electoral governance in Sierra Leone.

Support for initiatives aimed at improving election observation and electoral accountability forms part of wider efforts to strengthen democratic processes and public confidence in electoral institutions.

The collaboration between the ECSL and its partners is expected to contribute to the development of systems and standards that can support credible, transparent and peaceful elections.

Towards Stronger Election Observation

Once the review process is completed, the revised Code of Conduct is expected to provide an important reference framework for organisations and individuals seeking accreditation to observe future elections.

Observers will be expected to familiarise themselves with the revised provisions and conduct their activities in accordance with the established standards.

The ECSL believes that a stronger Code of Conduct will help enhance the quality of election observation by promoting independence, impartiality and accountability among observers.

The Commission also expects the initiative to contribute to greater public confidence in observer reports and assessments, particularly where observers demonstrate professionalism and adherence to the rules governing their work.

As Sierra Leone continues efforts to consolidate democratic governance and strengthen confidence in its electoral institutions, stakeholders say credible and responsible election observation remains an important part of the process.

The review of the Code of Conduct therefore represents another step towards ensuring that election observers operate within a clearly defined framework and contribute positively to the transparency, credibility and peaceful conduct of elections.

The ECSL, with support from the European Union and other stakeholders, is seeking to establish a more robust framework that will guide election observation while protecting the independence of observers and ensuring respect for the laws and regulations governing Sierra Leone’s electoral processes.

The Electoral
