Parliament and Civil Society Network Launched to Strengthen Legislative Oversight and Collaboration in SL

Freetown, July 17, 2023 – In a significant move to enhance legislative oversight and civic engagement in Sierra Leone, Parliament and civil society organizations (CSOs) have officially launched the Parliament-Civil Society Network (ParlCSONet). This collaborative initiative aims to foster a closer working relationship between Parliament and CSOs, ensuring more robust pre- and post-legislative processes and effective oversight functions.
The network, which has its roots dating back to 2001 under the guidance of former Speaker Dr. Abass Bundu and supported by the Westminster Foundation for Democracy (WFD), was formalized through a Memorandum of Understanding (MoU). The MoU was signed by the current Speaker, Hon. Sengepor Thomas, and the Co-Chair of ParlCSONet, Edmond Abu, in a ceremony held in Parliament.
Formation and Structure of ParlCSONet
Mr. Gilbert Bosco Nabay, the visionary behind ParlCSONet, provided a detailed PowerPoint presentation on the network’s structure and objectives. He explained that the steering committee is composed of six Members of Parliament (MPs) representing the APC, SLPP, and Paramount Chief MPs caucuses, and six elected CSO member organizations. This 12-member steering committee will serve a two-year tenure.
The core objective of ParlCSONet is to facilitate close collaboration between Parliament and CSOs, particularly focusing on legislative processes and oversight functions. The network aims to ensure that both entities work together to address key issues affecting the nation and to promote transparency and accountability in governance.
Wide Representation and Strategic Planning
The network has a broad representation, with sixty CSOs from the 16 political districts and 120 CSOs from the Western Area Rural and Urban regions participating. During the launch event, Hon. Speaker Sengepor Thomas introduced the network’s strategic plan, outlining the key areas of collaboration and the expected outcomes.
The program was chaired by Mr. Andrew Lavaly of the Institute for Governance Reform (IGR), who is also a member of the steering committee. Affirmative statements and commitments were made by the Majority and Minority Leaders, international partners, and representatives from the diplomatic community, all expressing their support for the initiative.

The Majority and Minority Leaders, international partners, and representatives from the diplomatic community all emphasized the importance of the partnership and their willingness to support its initiatives.
In her vote of thanks, the Secretary to the Network, Mrs. Sewoh, expressed gratitude to all participants and stakeholders for their commitment to the network. She highlighted the potential impact of the collaboration on the country’s governance and development.
