NatCA Hosts Bilateral Roaming Talks in Freetown

On January 29, 2025, the Director General of the National Communications Authority (NatCA) of Sierra Leone, Mr. Brewah, extended a warm welcome to delegates at a high-level bilateral roaming meeting held in Freetown.
The event brought together key stakeholders, including representatives from the Liberia Telecommunications Authority (LTA), the Public Utilities Regulatory Authority (PURA) of The Gambia, and various Mobile Network Operators (MNOs) such as Africell, Comium, MTN, Orange, and Qcell. Representatives from ICT ministries were also in attendance.
“It is my great pleasure and privilege to welcome you to this bilateral roaming meeting,” Mr. Brewah stated, emphasizing the importance of the gathering in advancing cross-border telecommunications cooperation.
The discussions aim to pave the way for a unified regional telecommunications framework under the ECOWAS Free Roaming Initiative, fostering seamless communication and connectivity across member states.
The meeting is expected to address issues such as reducing roaming costs, ensuring free call reception services, and harmonizing regional telecommunications policies.
As the Director General of NatCA and the current Chair of the Executive Committee of WATRA, I am honored to host such a distinguished gathering of telecommunications experts and leaders from our sister nations.

Today marks a pivotal moment in our collective efforts to fully implement the ECOWAS Regional Roaming Regulations C/REG.21/17. This initiative goes beyond enhancing connectivity—it is about fostering regional collaboration, unity, and economic growth. By reducing roaming charges and improving cross-border communication, we are creating new opportunities for businesses, boosting trade, and bringing our people closer together.
I extend my heartfelt gratitude to the delegates from Liberia and The Gambia for their commitment to this cause. Your presence here in Freetown underscores the importance of our shared vision. Let us use this opportunity to exchange insights, address challenges, and pave the way for a more connected and prosperous West Africa.
