Sierra Leone’s Digitalization of Access to Information Highlighted at UN Forum

Dr. Ibrahim Seaga Shaw, Chairman and Information Commissioner of Sierra Leone’s Right to Access Information Commission (RAIC), has showcased the country’s progress in digitalizing access to information since 2018. Speaking at a UN High-Level Political Forum in New York, he emphasized the role of digital platforms in expediting and modernizing information access, aligning with the Sustainable Development Goals (SDGs).
Dr. Shaw underscored the transformative power of digitalization, stating, “At RAIC, we don’t see access to information only as an end in itself, but as a means to many ends.” He highlighted that Sierra Leone has established four digital platforms for information requests, acknowledgments, responses, and complaints, aiming to enhance transparency and combat misinformation.
Despite the novelty of these platforms, efforts are underway to popularize their use and improve real-time functionality. Dr. Shaw also discussed the proactive disclosure of information by public authorities to further enhance transparency.
Challenges such as the digital divide and a culture of secrecy within the civil service were acknowledged. However, initiatives like digital literacy programs in schools and the distribution of smartphones to underprivileged communities are steps towards bridging these gaps.
In his welcoming remarks, Ambassador Michael Imran Kanu emphasized the pivotal role of digitalization in achieving the SDGs by enhancing transparency and accountability. Minister of Planning and Economic Development, Hon. Kenyeh Barlay, echoed the importance of universal access to information for good governance and sustainable development.
Dr. Tawfik Jelassi of UNESCO highlighted the global expansion of access to information laws and the need for strong internet infrastructure and digital skills to ensure inclusive access. The forum’s discussions underscored the importance of digitalization in making public information more accessible and combating fake news, paving the way for informed decision-making and effective governance.
